Tak\u0105 szans\u0119 otrzyma\u0142a wsp\u00f3\u0142cze\u015bnie Ukraina, kt\u00f3rej powierzono wsp\u00f3\u0142organizowanie Mistrzostw Europy w Pi\u0142ce No\u017cnej EURO 2012. Niestety, w kraju tym dosz\u0142y do w\u0142adzy si\u0142y polityczne, kt\u00f3re zainteresowane s\u0105 nie rozwijaniem proces\u00f3w demokratyzacyjnych i przybli\u017caniem w\u0142asnego pa\u0144stwa do rodziny narod\u00f3w europejskich,\u00a0 ale piel\u0119gnowaniem tradycji szowinistycznych i faszystowskich. Spo\u0142eczno\u015b\u0107 mi\u0119dzynarodowa jest coraz bardziej zaniepokojona rozwojem ideologii faszystowskiej na Ukrainie. Wyrazem tego jest chocia\u017cby przyj\u0119ta 18 grudnia 2009 r. rezolucja ONZ, pot\u0119piaj\u0105ca zbrodnie OUN-UPA oraz przestrzegaj\u0105ca Ukrain\u0119 przed dalszym gloryfikowaniem przyw\u00f3dc\u00f3w tej organizacji. Nawiasem m\u00f3wi\u0105c, delegacja polska nie popar\u0142a tej rezolucji, aby ukry\u0107 niewygodn\u0105 prawd\u0119 o sytuacji na Ukrainie.<\/p>\r\n\r\n

Istnieje uzasadniona obawa, \u017ce odbywaj\u0105ce si\u0119 na terenie Ukrainy Mistrzostwa Europy w Pi\u0142ce No\u017cnej stan\u0105 si\u0119 pierwsz\u0105 od czas\u00f3w pami\u0119tnej Olimpiady\u00a0 w Berlinie w r. 1936 wielk\u0105 imprez\u0105 sportow\u0105, kt\u00f3ra odbywa\u0107 si\u0119 b\u0119dzie w cieniu swastyk. Dear Mr President,<\/p>\r\n\r\n

The sport competitions organised by UEFA and FIFA are accompanied by the idea of spreading the culture of peace among the nations deriving from the Greek Olympics. A beautiful testimony of cultivating this idea is the possibility of organising huge sport events offered to the less economically developed countries, thus allowing them to make up the cultural and civilisation set backs. Such a chance has been given to Ukraine which was commenced to co-organise the European Football Championship EURO 2012.<\/p>\r\n\r\n

Unfortunately, the political power in this country is exercised by the parties which are not interested in developing the processes of democratisation and bringing their own country closer to the European family but cultivating the traditions of chauvinism and fascism.<\/p>\r\n\r\n

A clear proof of professing these traditions is the fact of granting the title of National Hero by Ukrainian President Viktor Yushchenko to the international terrorist and radical nationalist – Stepan Bandera on January 20, 2010 and also issuing the act glorifying the Organisation of Ukrainian Nationalists\u00a0 and Ukrainian Insurgent Army as organisation fighting for freedom of Ukraine. Stepan Bandera was a leader of chauvinistic organisation OUN-UIA. Ten Commandments of the Ukrainian Nationalists<\/em>, which all members of the Organisation were expected to adhere to stated „Do not hesitate to carry out the most dangerous deeds”. Following this code the organization in the 1930s carried out the terrorist activities against the numerous institutions and political assassinations of people who aimed at Polish-Ukrainian understanding (namely Tadeusz Ho\u0142\u00f3wka, Ivan Babij, Sydor Twerdochlib). On November 20, 1935 Bandera organized a plot to assassinate the minister of internal affairs Bronis\u0142aw Pieracki on which count he was found guilty and sentenced to death, then commuted to life imprisonment. Bandera collaborated with Hitler what resulted in formation of „Nachtigall\u201d and „Roland\u201d Battalions. The members of the organisation he was in charge of made up the Ukrainian troops of SS-Galizien.<\/em><\/p>\r\n\r\n

After the Germans entered Lviv, Bandera announced the Act of Proclamation of Ukrainian Statehood. As one of the leaders of the Ukrainian state functioning for twelve days he is responsible for the mass extermination of Jews in Lviv.<\/em><\/p>\r\n\r\n

Bandera also carries moral and political responsibility for violent manslaughter crimes committed with enormous cruelty by the <\/em>OUN-UIA paramilitary units. The number of their \u00a0victims exceeded 200\u00a0000 people of\u00a0 Polish, Czech, Armenian\u00a0 and Jewish nationality including elderly people, children and women. The troops committed one of the most cruel homicide crime in the history of modern Europe. They not only murdered the civilians, but wanted their victims to go through enormous suffering. Cutting tongues, opening the bellies of pregnant women, killing children with wooden fence perches were the typical methods of the executioners.<\/p>\r\n\r\n

The Ukrainian authorities including the former President\u00a0 Viktor Yushchenko and the Prime Minister Yulia Timoshenko have been glorifying for years the organization of\u00a0\u00a0 OUN-UIA and its leaders, as well as the Ukrainian troops of SS and Wehrmacht. The symbols of fascism and the chauvinistic slogans appear officially on the streets of Ukrainian towns. The international community is becoming more and more concerned with the development and advancement of the fascist ideology in Ukraine. The significance of it can be found in the United Nations\u00a0 resolution dated December 18, 2009 condemning the crimes of OUN-UIA and warning\u00a0 Ukraine against further glorification of its leaders. Poland did not support the resolution to hide the uncomfortable truth about the situation in Ukraine.<\/p>\r\n\r\n

There is a justified anxiety that the European Football Championship in Ukraine will become the first sport event, since the remarkable Berlin Olympic Games in 1936, taking place in the shadows of swastikas. It cannot be allowed to happen.<\/p>\r\n\r\n

We are requesting your organization , Mr. President\u00a0 to:<\/p>\r\n\r\n

1.\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Definitely condemn the phenomenon of chauvinist and neo-fascist ideology revival.<\/p>\r\n\r\n

2.\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Support the Ukrainian social movements which oppose the propagation of this ideology.<\/p>\r\n\r\n

3.\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Demand from the newly elected President of Ukraine the abolishment of\u00a0 the acts glorifying\u00a0 OUN-UIA and its leaders issued by Victor \u00a0Yushchenko\u00a0 and draw the attention of the Ukrainian authorities to the fact that the development of nationalistic ideology is contradictory to the\u00a0 UEFA mission.<\/p>\r\n\r\n

4.\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Undertake the measures aimed at increasing the safety of spectators visiting Ukraine in 2012 in the framework of fighting racism and xenophobia in football across Europe programme.<\/p>\r\n\r\n

5.\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Reconsider the justification of organizing EURO 2012 in Lviv whose community especially favouring\u00a0 the chauvinistic and neo-fascist ideology takes more care in erecting the monument devoted to the memory of OUN-UIA than in developing the infrastructure indispensable for EURO 2012. It is possible that a different municipality in Ukraine deserves the privilege to organize EURO 2012.<\/p>\r\n\r\n

Mr. President, we are requesting you to make every effort to make the laudable ideas which \u00a0underlie the sport events organized by UEFA and FIFA not to be\u00a0 discredited by the heirs of the fascist ideology.<\/p>\r\n\r\n

    Monsieur le Pr\u00c3\u00a9sident,<\/p>\r\n\r\n

    l\u2019id\u00c3\u00a9e de porter la paix entre les nations – tir\u00c3\u00a9e de la tradition des olympiades grecques – accompagne les manifestations sportives organis\u00c3\u00a9es par l\u2019UEFA et la FIFA. La belle preuve de soigner cette id\u00c3\u00a9e constitue, entre autres, l\u2019aide pr\u00c3\u00aat\u00c3\u00a9e aux \u00c3\u00a9tats d\u00c3\u00a9velopp\u00c3\u00a9s plus faiblement du point de vue \u00c3\u00a9conomique \u00c3\u00a0 r\u00c3\u00a9aliser de grandes manifestations sportives, ce qui doit leur permettre de rattraper les retards civilisateurs et culturels. De nos jours, c\u2019est l\u2019Ukraine charg\u00c3\u00a9e de la coorganisation du Championat d\u2019Europe de Football EURO 2012 qui a obtenu une telle chance. H\u00c3\u00a9las, \u00a0les forces politiques, arriv\u00c3\u00a9es au pouvoir en ce pays, ne sont pas int\u00c3\u00a9ress\u00c3\u00a9es\u00a0 \u00c3\u00a0 d\u00c3\u00a9velopper les processus de d\u00c3\u00a9mocratisation et \u00c3\u00a0 approcher le propre pays de la familles des nations europ\u00c3\u00a9ennes, mais \u00c3\u00a0 soigner les traditions chauvines et fascistes, sont arriv\u00c3\u00a9es au pouvoir en ce pays. En suivant ces traditions le 20 janvier 2010 Wiktor Juszczenko a conf\u00c3\u00a9r\u00c3\u00a9 le titre de l\u2019H\u00c3\u00a9ros National de l\u2019Ukraine\u00a0 au terroriste international et nationaliste extr\u00c3\u00aame – Stepan Bandera et\u00a0 le 28 janvier 2010 on a rendu le d\u00c3\u00a9cret glorifiant l\u2019ONU-AIU (l\u2019Organisation des Nationalistes Ukrainiens – l\u2019Arm\u00c3\u00a9e Insurrectionnelle Ukrainienne) comme organisation luttant pour la libert\u00c3\u00a9 de l\u2019Ukraine.<\/p>\r\n\r\n

    Stepan Bandera a \u00c3\u00a9t\u00c3\u00a9 le leader\u00a0 de cette organisation chauvine. Le D\u00c3\u00a9calogue du nationaliste <\/em>profess\u00c3\u00a9 par ses membres proclamait: \u201eTu n\u2019h\u00c3\u00a9siteras pas de commettre le pire crime si le bien de l\u2019affaire le demande\u201d <\/em>. En suivant une telle r\u00c3\u00a8gle de conduite, dans les ann\u00c3\u00a9es trente du XXi\u00c3\u00a8me si\u00c3\u00a8cle, cette organisation a attent\u00c3\u00a9 aux diverses institutions ainsi qu\u2019aux personnes de nationalit\u00c3\u00a9 polonaise et ukrainienne cherchant \u00c3\u00a0 se mettre d\u2019accord avec les Ukrainiens (entre autres Tadeusz Ho\u0142\u00f3wka, Iwan Babij, Sydor Twerdochlib). Le 20 novembre 1935 Bandera a organis\u00c3\u00a9 l\u2019attentat au ministre polonais de l\u2019int\u00c3\u00a9rieur\u00a0 Bronis\u0142aw Pieracki pour lequel on l\u2019a condamn\u00c3\u00a9 \u00c3\u00a0 la peine capitale, chang\u00c3\u00a9e \u00c3\u00a0 la peine perp\u00c3\u00a9tuelle. En collaborant avec Hitler, il a contribu\u00c3\u00a9 \u00c3\u00a0 former deux bataillons ukrainiens de Wehrmacht – Nachtigall et Roland. Les membres de l\u2019organisation dirig\u00c3\u00a9e par lui ont aussi cooform\u00c3\u00a9 les d\u00c3\u00a9tachements\u00a0 SS-Galizien.<\/p>\r\n\r\n

    Les Allemands entr\u00c3\u00a9s \u00c3\u00a0 Lvov en 1941, Bandera annonce L\u2019acte de l\u2019ind\u00c3\u00a9pendance de l\u2019Ukraine<\/em>. En tant que l\u2019un des chefs de l\u2019\u00c3\u2030tat ukrainien fonctionnant pendant 12 jours, il est directement responsable de l\u2019extermination massive des Juifs de Lvov.<\/p>\r\n\r\n

    Bandera assume de plus la responsabilit\u00c3\u00a9 morale et politique des actes de g\u00c3\u00a9nocide faits avec une cruaut\u00c3\u00a9 particuli\u00c3\u00a8re par les bandes arm\u00c3\u00a9es de l\u2019ONU-AIU, dont les victimes sont devenues environ 200 mille personnes de nationalit\u00c3\u00a9 polonaise, juive, tch\u00c3\u00a8que et arm\u00c3\u00a9nienne, parmi lesquelles des vieillards, femmes et enfants. Ces bandes ont commis l\u2019un des plus cruels crimes dans l\u2019histoire de l\u2019Europe moderne. Ils assassinaient la population civile mais aussi cherchaient \u00c3\u00a0 torturer leurs victimes. L\u2019arrachement des yeux, la coupure des langues, la coupe des victimes avec les scies, l\u2019\u00c3\u00a9ventration des femmes enceintes, l\u2019empalement des enfants – c\u2019\u00c3\u00a9taient les m\u00c3\u00a9thodes typiques de la fa\u00c3\u00a7on d\u2019agir des \u00c3\u00a9corcheurs.<\/p>\r\n\r\n

    Les autorit\u00c3\u00a9s ukrainiennes, c\u2019est-\u00c3\u00a0-dire l\u2019actuel Pr\u00c3\u00a9sident Wiktor Juszczenko, de m\u00c3\u00aame que le Premier Julia Tymoszenko, depuis plusieurs ann\u00c3\u00a9es glorifient syst\u00c3\u00a9matiquement l\u2019organisation ONU-AIU et ses chefs, ainsi que – les d\u00c3\u00a9tachements ukrainiens SS et de Wehrmacht. Dans les rues des villes ukrainiennes apara\u00c3\u00aet de fa\u00c3\u00a7on officielle la symbolique fasciste et on proclame des mots d\u2019ordre chauvins.<\/p>\r\n\r\n

    La communaut\u00c3\u00a9 internationale est de plus en plus inqui\u00c3\u00a8te du d\u00c3\u00a9velloppement de l\u2019id\u00c3\u00a9ologie fasciste en Ukraine. Le 18 d\u00c3\u00a9cembre l\u2019ONU a adopt\u00c3\u00a9 la r\u00c3\u00a9solution condamnant les crimes de l\u2019ONU-AIU et avertissant l\u2019Ukraine de glorifier toujours les chefs de cette organisation. Il faut le dire cependant que la d\u00c3\u00a9l\u00c3\u00a9gation polonaise n\u2019a pas appuy\u00c3\u00a9 cette r\u00c3\u00a9solution pour cacher la v\u00c3\u00a9rit\u00c3\u00a9 g\u00c3\u00a9nante de la situation en ce pays.<\/p>\r\n\r\n

    Il est \u00c3\u00a0 craindre que le Championat d\u2019Europe de Football se d\u00c3\u00a9roulant en Ukraine devienne la premi\u00c3\u00a8re manifestation sportive depuis l\u2019olympiade m\u00c3\u00a9morable \u00c3\u00a0 Berlin en 1936\u00a0 qui aura lieu \u00c3\u00a0 l\u2019ombre des svastikas. On ne peut pas en permettre.<\/p>\r\n\r\n

    On demande Monsieur le Pr\u00c3\u00a9sident que la F\u00c3\u00a9d\u00c3\u00a9ration dirig\u00c3\u00a9e par Vous\u00a0:<\/p>\r\n\r\n

    1.\u00a0\u00a0\u00a0\u00a0\u00a0 Condamne d\u00c3\u00a9cid\u00c3\u00a9ment le ph\u00c3\u00a9nom\u00c3\u00a8ne de renaissance en Ukraine de l\u2019id\u00c3\u00a9ologie chauvine et n\u00c3\u00a9ofasciste.<\/p>\r\n\r\n

    2.\u00a0\u00a0\u00a0\u00a0\u00a0 Donne son assistance \u00c3\u00a0 ces forces sociales en Ukraine qui s\u2019opposent \u00c3\u00a0 la propagation de cette id\u00c3\u00a9ologie.<\/p>\r\n\r\n

    3.\u00a0\u00a0\u00a0\u00a0\u00a0 Demande dans le plus proche avenir le Pr\u00c3\u00a9sident de l\u2019Ukraine qui sera \u00c3\u00a9lu d\u2019annuler les d\u00c3\u00a9crets rendus par Wiktor Juszczenko glorifiant l\u2019ONU-AIU et ses chefs et attire l\u2019attention des autorit\u00c3\u00a9s ukrainiennes sur le fait que le d\u00c3\u00a9veloppement de l\u2019id\u00c3\u00a9ologie nationaliste est en profonde opposition avec la mission qui illumine l\u2019activit\u00c3\u00a9 de l\u2019UEFA.<\/p>\r\n\r\n

    4.\u00a0\u00a0\u00a0\u00a0\u00a0 Dans le cadre du programme de lutte contre la manifestation de racisme sur les stades commence la diff\u00c3\u00a9rente activit\u00c3\u00a9 visant \u00c3\u00a0 assurer la s\u00c3\u00a9curit\u00c3\u00a9 aux supporters qui en 2012 arriveront en Ukraine.<\/p>\r\n\r\n

    5.\u00a0\u00a0\u00a0\u00a0\u00a0 Consid\u00c3\u00a8re la justesse de l\u2019organisation de l\u2019EURO 2012 \u00c3\u00a0 Lvov dont la communaut\u00c3\u00a9 – particuli\u00c3\u00a8rement soutenant le d\u00c3\u00a9veloppement de l\u2019id\u00c3\u00a9ologie chauvine et n\u00c3\u00a9ofasciste – s\u2019occupe plus de construire des mausol\u00c3\u00a9es consacr\u00c3\u00a9es \u00c3\u00a0 l\u2019ONU-AIU que de d\u00c3\u00a9velopper l\u2019infrastructure indispensable pour l\u2019organisation du Championat d\u2019Europe. Peut-\u00c3\u00aatre une autre ville ukrainienne m\u00c3\u00a9rite-t-elle honneur d\u2019organiser l\u2019EURO 2012.<\/p>\r\n\r\n

    Monsieur le Pr\u00c3\u00a9sident, nous Vous demandons d\u2019apporter tous les soins pour que les grands id\u00c3\u00a9aux qui illuminent les manifestations sportives organis\u00c3\u00a9es par l\u2019UEFA et la FIFA ne soient pas compromises par les fils spirituels de l\u2019id\u00c3\u00a9ologie fasciste.<\/p>\r\n\r\n

    Monsieur le Pr\u00c3\u00a9sident,<\/p>\r\n\r\n

    l\u2019id\u00c3\u00a9e de porter la paix entre les nations – tir\u00c3\u00a9e de la tradition des olympiades grecques – accompagne les manifestations sportives organis\u00c3\u00a9es par l\u2019UEFA et la FIFA. La belle preuve de soigner cette id\u00c3\u00a9e constitue, entre autres, l\u2019aide pr\u00c3\u00aat\u00c3\u00a9e aux \u00c3\u00a9tats d\u00c3\u00a9velopp\u00c3\u00a9s plus faiblement du point de vue \u00c3\u00a9conomique \u00c3\u00a0 r\u00c3\u00a9aliser de grandes manifestations sportives, ce qui doit leur permettre de rattraper les retards civilisateurs et culturels. De nos jours, c\u2019est l\u2019Ukraine charg\u00c3\u00a9e de la coorganisation du Championat d\u2019Europe de Football EURO 2012 qui a obtenu une telle chance. H\u00c3\u00a9las, \u00a0les forces politiques, arriv\u00c3\u00a9es au pouvoir en ce pays, ne sont pas int\u00c3\u00a9ress\u00c3\u00a9es\u00a0 \u00c3\u00a0 d\u00c3\u00a9velopper les processus de d\u00c3\u00a9mocratisation et \u00c3\u00a0 approcher le propre pays de la familles des nations europ\u00c3\u00a9ennes, mais \u00c3\u00a0 soigner les traditions chauvines et fascistes, sont arriv\u00c3\u00a9es au pouvoir en ce pays. En suivant ces traditions le 20 janvier 2010 Wiktor Juszczenko a conf\u00c3\u00a9r\u00c3\u00a9 le titre de l\u2019H\u00c3\u00a9ros National de l\u2019Ukraine\u00a0 au terroriste international et nationaliste extr\u00c3\u00aame – Stepan Bandera et\u00a0 le 28 janvier 2010 on a rendu le d\u00c3\u00a9cret glorifiant l\u2019ONU-AIU (l\u2019Organisation des Nationalistes Ukrainiens – l\u2019Arm\u00c3\u00a9e Insurrectionnelle Ukrainienne) comme organisation luttant pour la libert\u00c3\u00a9 de l\u2019Ukraine.<\/p>\r\n\r\n

    Stepan Bandera a \u00c3\u00a9t\u00c3\u00a9 le leader\u00a0 de cette organisation chauvine. Le D\u00c3\u00a9calogue du nationaliste <\/em>profess\u00c3\u00a9 par ses membres proclamait: \u201eTu n\u2019h\u00c3\u00a9siteras pas de commettre le pire crime si le bien de l\u2019affaire le demande\u201d <\/em>. En suivant une telle r\u00c3\u00a8gle de conduite, dans les ann\u00c3\u00a9es trente du XXi\u00c3\u00a8me si\u00c3\u00a8cle, cette organisation a attent\u00c3\u00a9 aux diverses institutions ainsi qu\u2019aux personnes de nationalit\u00c3\u00a9 polonaise et ukrainienne cherchant \u00c3\u00a0 se mettre d\u2019accord avec les Ukrainiens (entre autres Tadeusz Ho\u0142\u00f3wka, Iwan Babij, Sydor Twerdochlib). Le 20 novembre 1935 Bandera a organis\u00c3\u00a9 l\u2019attentat au ministre polonais de l\u2019int\u00c3\u00a9rieur\u00a0 Bronis\u0142aw Pieracki pour lequel on l\u2019a condamn\u00c3\u00a9 \u00c3\u00a0 la peine capitale, chang\u00c3\u00a9e \u00c3\u00a0 la peine perp\u00c3\u00a9tuelle. En collaborant avec Hitler, il a contribu\u00c3\u00a9 \u00c3\u00a0 former deux bataillons ukrainiens de Wehrmacht – Nachtigall et Roland. Les membres de l\u2019organisation dirig\u00c3\u00a9e par lui ont aussi cooform\u00c3\u00a9 les d\u00c3\u00a9tachements\u00a0 SS-Galizien.<\/p>\r\n\r\n

    Les Allemands entr\u00c3\u00a9s \u00c3\u00a0 Lvov en 1941, Bandera annonce L\u2019acte de l\u2019ind\u00c3\u00a9pendance de l\u2019Ukraine<\/em>. En tant que l\u2019un des chefs de l\u2019\u00c3\u2030tat ukrainien fonctionnant pendant 12 jours, il est directement responsable de l\u2019extermination massive des Juifs de Lvov.<\/p>\r\n\r\n

    Bandera assume de plus la responsabilit\u00c3\u00a9 morale et politique des actes de g\u00c3\u00a9nocide faits avec une cruaut\u00c3\u00a9 particuli\u00c3\u00a8re par les bandes arm\u00c3\u00a9es de l\u2019ONU-AIU, dont les victimes sont devenues environ 200 mille personnes de nationalit\u00c3\u00a9 polonaise, juive, tch\u00c3\u00a8que et arm\u00c3\u00a9nienne, parmi lesquelles des vieillards, femmes et enfants. Ces bandes ont commis l\u2019un des plus cruels crimes dans l\u2019histoire de l\u2019Europe moderne. Ils assassinaient la population civile mais aussi cherchaient \u00c3\u00a0 torturer leurs victimes. L\u2019arrachement des yeux, la coupure des langues, la coupe des victimes avec les scies, l\u2019\u00c3\u00a9ventration des femmes enceintes, l\u2019empalement des enfants – c\u2019\u00c3\u00a9taient les m\u00c3\u00a9thodes typiques de la fa\u00c3\u00a7on d\u2019agir des \u00c3\u00a9corcheurs.<\/p>\r\n\r\n

    Les autorit\u00c3\u00a9s ukrainiennes, c\u2019est-\u00c3\u00a0-dire l\u2019actuel Pr\u00c3\u00a9sident Wiktor Juszczenko, de m\u00c3\u00aame que le Premier Julia Tymoszenko, depuis plusieurs ann\u00c3\u00a9es glorifient syst\u00c3\u00a9matiquement l\u2019organisation ONU-AIU et ses chefs, ainsi que – les d\u00c3\u00a9tachements ukrainiens SS et de Wehrmacht. Dans les rues des villes ukrainiennes apara\u00c3\u00aet de fa\u00c3\u00a7on officielle la symbolique fasciste et on proclame des mots d\u2019ordre chauvins.<\/p>\r\n\r\n

    La communaut\u00c3\u00a9 internationale est de plus en plus inqui\u00c3\u00a8te du d\u00c3\u00a9velloppement de l\u2019id\u00c3\u00a9ologie fasciste en Ukraine. Le 18 d\u00c3\u00a9cembre l\u2019ONU a adopt\u00c3\u00a9 la r\u00c3\u00a9solution condamnant les crimes de l\u2019ONU-AIU et avertissant l\u2019Ukraine de glorifier toujours les chefs de cette organisation. Il faut le dire cependant que la d\u00c3\u00a9l\u00c3\u00a9gation polonaise n\u2019a pas appuy\u00c3\u00a9 cette r\u00c3\u00a9solution pour cacher la v\u00c3\u00a9rit\u00c3\u00a9 g\u00c3\u00a9nante de la situation en ce pays.<\/p>\r\n\r\n

    Il est \u00c3\u00a0 craindre que le Championat d\u2019Europe de Football se d\u00c3\u00a9roulant en Ukraine devienne la premi\u00c3\u00a8re manifestation sportive depuis l\u2019olympiade m\u00c3\u00a9morable \u00c3\u00a0 Berlin en 1936\u00a0 qui aura lieu \u00c3\u00a0 l\u2019ombre des svastikas. On ne peut pas en permettre.<\/p>\r\n\r\n

    On demande Monsieur le Pr\u00c3\u00a9sident que la F\u00c3\u00a9d\u00c3\u00a9ration dirig\u00c3\u00a9e par Vous\u00a0:<\/p>\r\n\r\n

    1.\u00a0\u00a0\u00a0\u00a0\u00a0 Condamne d\u00c3\u00a9cid\u00c3\u00a9ment le ph\u00c3\u00a9nom\u00c3\u00a8ne de renaissance en Ukraine de l\u2019id\u00c3\u00a9ologie chauvine et n\u00c3\u00a9ofasciste.<\/p>\r\n\r\n

    2.\u00a0\u00a0\u00a0\u00a0\u00a0 Donne son assistance \u00c3\u00a0 ces forces sociales en Ukraine qui s\u2019opposent \u00c3\u00a0 la propagation de cette id\u00c3\u00a9ologie.<\/p>\r\n\r\n

    3.\u00a0\u00a0\u00a0\u00a0\u00a0 Demande dans le plus proche avenir le Pr\u00c3\u00a9sident de l\u2019Ukraine qui sera \u00c3\u00a9lu d\u2019annuler les d\u00c3\u00a9crets rendus par Wiktor Juszczenko glorifiant l\u2019ONU-AIU et ses chefs et attire l\u2019attention des autorit\u00c3\u00a9s ukrainiennes sur le fait que le d\u00c3\u00a9veloppement de l\u2019id\u00c3\u00a9ologie nationaliste est en profonde opposition avec la mission qui illumine l\u2019activit\u00c3\u00a9 de l\u2019UEFA.<\/p>\r\n\r\n

    4.\u00a0\u00a0\u00a0\u00a0\u00a0 Dans le cadre du programme de lutte contre la manifestation de racisme sur les stades commence la diff\u00c3\u00a9rente activit\u00c3\u00a9 visant \u00c3\u00a0 assurer la s\u00c3\u00a9curit\u00c3\u00a9 aux supporters qui en 2012 arriveront en Ukraine.<\/p>\r\n\r\n

    5.\u00a0\u00a0\u00a0\u00a0\u00a0 Consid\u00c3\u00a8re la justesse de l\u2019organisation de l\u2019EURO 2012 \u00c3\u00a0 Lvov dont la communaut\u00c3\u00a9 – particuli\u00c3\u00a8rement soutenant le d\u00c3\u00a9veloppement de l\u2019id\u00c3\u00a9ologie chauvine et n\u00c3\u00a9ofasciste – s\u2019occupe plus de construire des mausol\u00c3\u00a9es consacr\u00c3\u00a9es \u00c3\u00a0 l\u2019ONU-AIU que de d\u00c3\u00a9velopper l\u2019infrastructure indispensable pour l\u2019organisation du Championat d\u2019Europe. Peut-\u00c3\u00aatre une autre ville ukrainienne m\u00c3\u00a9rite-t-elle honneur d\u2019organiser l\u2019EURO 2012.<\/p>\r\n\r\n

    Monsieur le Pr\u00c3\u00a9sident, nous Vous demandons d\u2019apporter tous les soins pour que les grands id\u00c3\u00a9aux qui illuminent les manifestations sportives organis\u00c3\u00a9es par l\u2019UEFA et la FIFA ne soient pas compromises par les fils spirituels de l\u2019id\u00c3\u00a9ologie fasciste.<\/p>\r\n\r\n

    Gro\u00c3\u0178e UEFA- und FIFA-Veranstaltungen werden von der Idee des Friedens unter den Nationen gepr\u00c3\u00a4gt- dies hat seinen Ursprung in der Tradition der griechischen Olympiaden. Ein gro\u00c3\u0178artiges Zeugnis f\u00fcr Fortsetzung dieser Idee ist die Vergabe gro\u00c3\u0178er sportlicher Veranstaltungen an wirtschaftlich schwach entwickelte L\u00c3\u00a4nder, was f\u00fcr diese eine Chance darstellt, die kulturellen und wirtschaftlichen R\u00fcckst\u00c3\u00a4nde abzubauen.<\/p>\r\n\r\n

    Diese Chance bekommt gegenw\u00c3\u00a4rtig die Ukraine als Mitveranstalter der Fu\u00c3\u0178ballmeisterschaften EURO 2012. Leider sind in diesem Land politische Kr\u00c3\u00a4fte an die Macht gekommen, die nicht interessiert daran sind, Demokratie und Ann\u00c3\u00a4herung an die europ\u00c3\u00a4ische Gemeinschaft der V\u00f6lker voranzutreiben, das Augenmerk wird vielmehr auf die Pflege der faschistischen und chauvinistischen Traditionen gerichtet. Ein erschreckendes Beispiel der Huldigung dieser Traditionen ist der am 20. Januar 2010 von Wiktor Juszczenko verliehene Titel des Nationalhelden dem internationalen Terroristen und radikalen Nationalisten Stepan Bandera, sowie das Dekret vom 28. Januar mit einer Verherrlichung von OUN-UPA (die Organisation Ukrainischer Nationalisten – die Ukrainische Aufstandsarmee) als Organisation mit besonderen Verdiensten im Kampf um die Freiheit der Ukraine.<\/p>\r\n\r\n

    Stepan Bandera wurde bekannt als Anf\u00fchrer der national-chauvinistischen Organisation OUN-UPA. Im Dekalog<\/em> des Nationalisten<\/em> findet man S\u00c3\u00a4tze, wie den folgenden:\u00a0 „Du schreckst nicht zur\u00fcck vor schlimmsten Verbrechen, wenn dies unsere Sache erfordert\u201d. Von solchen Parolen angetrieben ver\u00fcbte diese Organisation zahlreiche Anschl\u00c3\u00a4ge auf verschiedene Institutionen und auch auf die Menschen, die sich f\u00fcr die polnisch-ukrainische Verst\u00c3\u00a4ndigung einsetzten (u.a. Tadeusz Ho\u0142\u00f3wka, Iwan Babij, Sydor Twerdochlib). Bandera war der Anstifter eines terroristischen Anschlags auf den polnischen Minister des Inneren Bronis\u0142aw Pieracki, wof\u00fcr er vom Gericht zu Tode verurteil wurde (diese Strafe ist durch lebensl\u00c3\u00a4nglichen Freiheitsentzug ersetzt worden). Als Hitler-Kollaborateur hatte Bandera einen ma\u00c3\u0178geblichen Anteil an der Formierung zweier ukrainischer Wehrmacht-Bataillonen: \u201eNachtigall” und \u201eRoland”. Mitglieder seiner Organisation gr\u00fcndeten die ukrainische Einheiten SS-Galizien mit.<\/p>\r\n\r\n

    Nach dem Einmarsch der Deutschen in Lemberg im Jahre 1941 ver\u00f6ffentlichte Bandera den Akt der<\/em> Unabh\u00c3\u00a4ngigkeit der Ukraine<\/em>. Als eine der f\u00fchrenden Pers\u00f6nlichkeiten des zw\u00f6lf Jahre bestehenden ukrainischen Staates ist er unmittelbar verantwortlich f\u00fcr die Massen- Extermination der in Lemberg lebenden Juden.<\/p>\r\n\r\n

    Dar\u00fcber hinaus ist Bandera politisch und moralisch verantwortlich f\u00fcr den V\u00f6lkermord, der von OUN-UPA-Kampfgruppen mit besonderer Grausamkeit ver\u00fcbt worden war. Zweihunderttausend ermordete Menschen: Polen, Juden, Tschechen, Armenier – darunter Greise, Frauen und Kinder – geh\u00f6rten zu den Opfern. Diese Kampfgruppen haben eines der grausamsten Verbrechen in der neueren Geschichte Europas begangen. Der grausame Mord an Zivilbev\u00f6lkerung wurde vom Zuf\u00fcgen von schrecklichen Leiden begleitet. Das Aush\u00f6hlen von Augen, Abschneiden von Zungen, Zers\u00c3\u00a4gen am lebendigen Leibe, Aufschneiden der B\u00c3\u00a4uche bei Schwangeren, Aufspie\u00c3\u0178en von Kindern auf Zaunpf\u00c3\u00a4hle – das war die typische Vorgehensweise jener Schergen.<\/p>\r\n\r\n

    Der Machtapparat jetziger Ukraine, Pr\u00c3\u00a4sident Wiktor Juszczenko und Premierministerin Julia Tymoszenko glorifizieren seit einigen Jahren systematisch die OUN-UPA-Organisation und ihre Anf\u00fchrer, aber auch die ukrainische SS und die Wehrmacht. Auf der Stra\u00c3\u0178en der ukrainischen St\u00c3\u00a4dte wurde die faschistische Symbolik sichtbar, chauvinistische Parolen wurden von offiziellen Stellen verbreitet.<\/p>\r\n\r\n

    Die internationale V\u00f6lkergemeinschaft zeigt sich zunehmend beunruhigt \u00fcber die Entwicklung der faschistischen Ideologie in der Ukraine. Ausdruck dieser Beunruhigung ist u.a. die UNO-Resolution vom 18. Dezember 2009, in der die OUN-UPA-Verbrechen verurteilt worden sind und die Ukraine vor der Verherrlichung der OUN-UPA-Anf\u00fchrer gewarnt wird. Anmerkung am Rande: die polnische Delegation hat f\u00fcr diese Resolution nicht gestimmt, um die unbequeme Wahrheit \u00fcber die neue Situation in der Ukraine zu verschweigen.<\/p>\r\n\r\n

    Es ist zu bef\u00fcrchten, dass die in der Ukraine organisierten Fu\u00c3\u0178ball-Europa-Meisterschaften eine Sport-Veranstaltung werden kann, die zum ersten Mal seit der ber\u00fcchtigten Olympiade in Berlin 1936 wieder im Schatten von Swastika ausgetragen wird. Das muss verhindert werden.<\/p>\r\n\r\n

    Wir bitten Sie, Herr Pr\u00c3\u00a4sident, dass die von Ihnen geleitete F\u00f6deration:<\/p>\r\n\r\n

    1.\u00a0 die in der Ukraine auferweckte chauvinistische und neofaschistische Ideologie entschieden verurteilt<\/p>\r\n\r\n

    2.\u00a0 alle b\u00fcrgerlichen Kr\u00c3\u00a4fte in der Ukraine, die sich dieser Ideologie widersetzen, nach M\u00f6glichkeit unterst\u00fctzt<\/p>\r\n\r\n

    3.\u00a0 von dem neugew\u00c3\u00a4hlten Pr\u00c3\u00a4sidenten der Ukraine verlangt, die von Wiktor Juszczenko verabschiedeten UON-UPA und ihre Anf\u00fchrer glorifizierenden Dekrete zur\u00fcckzuziehen und die Machthaber in der Ukraine darauf hinweist, dass das Unterst\u00fctzen von nationalistischen Ideologien im krassen Widerspruch zur Idee und zu den Zielen der UEFA steht<\/p>\r\n\r\n

    4.\u00a0 im Rahmen der Bek\u00c3\u00a4mpfung von Anzeichen des Rassismus entsprechende Schritte unternehmen wird, die den Fu\u00c3\u0178ball-Fans, die im Jahre 2012 in die Ukraine kommen, ein hohes Ma\u00c3\u0178 an Sicherheit gew\u00c3\u00a4hrleisten werden<\/p>\r\n\r\n

    5.\u00a0 die Organisation EURO 2012 in Lemberg noch einmal \u00fcberdenkt, da in dieser Stadt die Sympathie f\u00fcr die Verbreitung der chauvinistischen und neofaschistischen Ideologie besonders gro\u00c3\u0178 ist und wo das \u00f6ffentliche Interesse mehr dem OUN-UPA-Mausoleum-Bau gilt, als dem Ausbau der f\u00fcr die Austragung von EURO 2012 notwendigen Infrastruktur. Vielleicht kommt auch eine andere Stadt in der Ukraine in Frage, die es besser als Lemberg verdient, die Fu\u00c3\u0178ballmeisterschaften zu veranstalten.<\/p>\r\n\r\n

    Sehr geehrter Herr Pr\u00c3\u00a4sident, wir bitten Sie, alles daran zu setzen, dass die r\u00fchmlichen Ideen, die die Sport-Veranstaltungen der UEFA und der FIFA begleiten, nicht von den Erben der faschistischen Ideologie kompromitiert und missbraucht werden.<\/p>\r\n\r\n

Als Hitler-Kollaborateur hatte Bandera einen ma\u00c3\u0178geblichen Anteil an der Formierung zweier ukrainischer Wehrmacht-Bataillonen: \u201eNachtigall” und \u201eRoland”. Mitglieder seiner Organisation gr\u00fcndeten die ukrainische Einheiten SS-Galizien mit.<\/p>\r\n\r\n

    Nach dem Einmarsch der Deutschen in Lemberg im Jahre 1941 ver\u00f6ffentlichte Bandera den Akt der<\/em> Unabh\u00c3\u00a4ngigkeit der Ukraine<\/em>. Als eine der f\u00fchrenden Pers\u00f6nlichkeiten des zw\u00f6lf Jahre bestehenden ukrainischen Staates ist er unmittelbar verantwortlich f\u00fcr die Massen- Extermination der in Lemberg lebenden Juden.<\/p>\r\n\r\n

    Dar\u00fcber hinaus ist Bandera politisch und moralisch verantwortlich f\u00fcr den V\u00f6lkermord, der von OUN-UPA-Kampfgruppen mit besonderer Grausamkeit ver\u00fcbt worden war. Zweihunderttausend ermordete Menschen: Polen, Juden, Tschechen, Armenier – darunter Greise, Frauen und Kinder – geh\u00f6rten zu den Opfern. Diese Kampfgruppen haben eines der grausamsten Verbrechen in der neueren Geschichte Europas begangen. Der grausame Mord an Zivilbev\u00f6lkerung wurde vom Zuf\u00fcgen von schrecklichen Leiden begleitet. Das Aush\u00f6hlen von Augen, Abschneiden von Zungen, Zers\u00c3\u00a4gen am lebendigen Leibe, Aufschneiden der B\u00c3\u00a4uche bei Schwangeren, Aufspie\u00c3\u0178en von Kindern auf Zaunpf\u00c3\u00a4hle – das war die typische Vorgehensweise jener Schergen.<\/p>\r\n\r\n

    Der Machtapparat jetziger Ukraine, Pr\u00c3\u00a4sident Wiktor Juszczenko und Premierministerin Julia Tymoszenko glorifizieren seit einigen Jahren systematisch die OUN-UPA-Organisation und ihre Anf\u00fchrer, aber auch die ukrainische SS und die Wehrmacht. Auf der Stra\u00c3\u0178en der ukrainischen St\u00c3\u00a4dte wurde die faschistische Symbolik sichtbar, chauvinistische Parolen wurden von offiziellen Stellen verbreitet.<\/p>\r\n\r\n

    Die internationale V\u00f6lkergemeinschaft zeigt sich zunehmend beunruhigt \u00fcber die Entwicklung der faschistischen Ideologie in der Ukraine. Ausdruck dieser Beunruhigung ist u.a. die UNO-Resolution vom 18. Dezember 2009, in der die OUN-UPA-Verbrechen verurteilt worden sind und die Ukraine vor der Verherrlichung der OUN-UPA-Anf\u00fchrer gewarnt wird. Anmerkung am Rande: die polnische Delegation hat f\u00fcr diese Resolution nicht gestimmt, um die unbequeme Wahrheit \u00fcber die neue Situation in der Ukraine zu verschweigen.<\/p>\r\n\r\n

    Es ist zu bef\u00fcrchten, dass die in der Ukraine organisierten Fu\u00c3\u0178ball-Europa-Meisterschaften eine Sport-Veranstaltung werden kann, die zum ersten Mal seit der ber\u00fcchtigten Olympiade in Berlin 1936 wieder im Schatten von Swastika ausgetragen wird. Das muss verhindert werden.<\/p>\r\n\r\n

    Wir bitten Sie, Herr Pr\u00c3\u00a4sident, dass die von Ihnen geleitete F\u00f6deration:<\/p>\r\n\r\n

    1.\u00a0 die in der Ukraine auferweckte chauvinistische und neofaschistische Ideologie entschieden verurteilt<\/p>\r\n\r\n

    2.\u00a0 alle b\u00fcrgerlichen Kr\u00c3\u00a4fte in der Ukraine, die sich dieser Ideologie widersetzen, nach M\u00f6glichkeit unterst\u00fctzt<\/p>\r\n\r\n

    3.\u00a0 von dem neugew\u00c3\u00a4hlten Pr\u00c3\u00a4sidenten der Ukraine verlangt, die von Wiktor Juszczenko verabschiedeten UON-UPA und ihre Anf\u00fchrer glorifizierenden Dekrete zur\u00fcckzuziehen und die Machthaber in der Ukraine darauf hinweist, dass das Unterst\u00fctzen von nationalistischen Ideologien im krassen Widerspruch zur Idee und zu den Zielen der UEFA steht<\/p>\r\n\r\n

    4.\u00a0 im Rahmen der Bek\u00c3\u00a4mpfung von Anzeichen des Rassismus entsprechende Schritte unternehmen wird, die den Fu\u00c3\u0178ball-Fans, die im Jahre 2012 in die Ukraine kommen, ein hohes Ma\u00c3\u0178 an Sicherheit gew\u00c3\u00a4hrleisten werden<\/p>\r\n\r\n

    5.\u00a0 die Organisation EURO 2012 in Lemberg noch einmal \u00fcberdenkt, da in dieser Stadt die Sympathie f\u00fcr die Verbreitung der chauvinistischen und neofaschistischen Ideologie besonders gro\u00c3\u0178 ist und wo das \u00f6ffentliche Interesse mehr dem OUN-UPA-Mausoleum-Bau gilt, als dem Ausbau der f\u00fcr die Austragung von EURO 2012 notwendigen Infrastruktur. Vielleicht kommt auch eine andere Stadt in der Ukraine in Frage, die es besser als Lemberg verdient, die Fu\u00c3\u0178ballmeisterschaften zu veranstalten.<\/p>\r\n\r\n

    Sehr geehrter Herr Pr\u00c3\u00a4sident, wir bitten Sie, alles daran zu setzen, dass die r\u00fchmlichen Ideen, die die Sport-Veranstaltungen der UEFA und der FIFA begleiten, nicht von den Erben der faschistischen Ideologie kompromitiert und missbraucht werden.<\/p>\r\n\r\n
